The establishment of a new scientific and methodological unit "the UNESCO Department on authors` rights and intellectual property under the HSE supervision" was also discussed. Michael Fedotov, one of the authors of the "Press Regulation Law", the former Russian Minister of press and information, and the Russian plenipotentiary to the UNESCO group, will be the chairman. Since 1998 this Department has been working within the Griboedov Institute for International Law and Economics (private educational institution) structure. More than 80 scientists from all over the world are involved in activity of the Department. As M. Fedotov underscores the Department seems to be "hollow-charge shell" that targets to proceed research activity in intellectual property field. "We have dreamt of being integrated into the HSE structure. Now we received our invitation. And this is the crucial date for us", M. Fedotov claimed.
Also, the Academic Council decided the HSE would be among the founders of the New Economics Association. V. Polterovich, the RAS member and the Association president, tells about the Association. The New Economics Association aims to unite the community of economists and experts from different scientific and educational institutions.
In the opinion of V. Polterovich, the RAS member and Association president, this community is dispersed. Often Economists from different fields can't understand each other. They are afraid of each other. Many HSE professors are involved in the Association's activities. They are among the members of the editorial staff of the journal edited by the Association. On December 2009, the congress of the Association will be held. We are looking forward to harsh discussions at the congress. Two moderators with different outlooks will be presiding over each round-table session.
As the HSE Rector Y. Kuzminov says, there is no reason for HSE professors to be afraid of "being immersed into the community of unprofessional economists". The Association aims to unite professionals in economics. There are three principles for this: contribution to mass economic science (including the regional level); contribution to state institutions and the Rector's community by getting rid of universities that teach with fake economic courses and don't follow high educational standards; and contribution to dialogue strengthening among Russian economists.
"We think that one more academy for economic science has been established", Evgeni Yasin, the HSE scientific supervisor, told about the Association. Y. Kuzminov proposed to elect academician V. Polterovich as the HSE Academic Council member.
