Theme: The problem of transition from the arbitrariness of the bureaucracy to real self-government

Annotation:
The possibility of making the transition from genesis to telesis (according to L. Ward) is studied. On the basis of a systematic approach, a problematic situation is formulated - the arbitrariness of the bureaucracy, leading to social parasitism. The solution is sought within the framework of an institutional approach, in the form of the formation of a social institution for the construction of social management systems. The management revolution is considered as an integral condition for its emergence and development. It is proposed to consider social shunting as a basic principle for replacing existing social mechanisms and means of manipulation with regulators using feedback principles. The synthesis of the intellectual interests of social constructors and the social needs of socially mature people is considered as a condition for the emergence of a social actor. It is assumed that the temporary intersections of the life trajectories of individual individuals cannot become a source for the formation of a stable creative social movement. It is considered obvious that the growing social disunity and artificially stimulated individualism leave no room for creative social consolidation. The growth of social contradictions and the formation of spaces of distrust creates apathy and nihilistic moods in society, without the possibility and interest of people in consolidating efforts for creative state-building. This creates the conditions for a series of social disasters.
