Annotation:
Natural emergencies annually cause serious damage to the economies of states, entail disruption of the usual way of life, and are accompanied by a significant number of victims and deaths among the population. The causes, timing and scale of natural disasters cannot be predicted with sufficient probability, which makes such events a task under conditions of deep uncertainty. The report is devoted to current problems of forecasting and mitigating the consequences of natural emergencies. An analytical review of the problem was carried out. The main trends in solving problems in the Russian Federation and the experience of forecasting and mitigating the consequences of natural emergencies in foreign countries are considered. Modern scenario planning tools and specialized software are analyzed and proposed for use.
