The Development Program of the Fedorovsky Polar State University The Development Program of the Fedorovsky Polar State University (hereinafter - PSU) was elaborated in the 22/23 academic year on assignment of the Rector of the PSU to address the task of transforming the university to meet the development priorities of the region of its presence, improve the quality of education in key specialties, and build scientific potential to address a wide range of challenges of the mining, metallurgical and processing industries of Norilsk – a unique city located in the Far North of Russia. The program balances the interests of the university, the key industrial partner (Nornickel), the founder (The Ministry of Science and Higher Education of Russia), and the territory. The document defines the development strategy of PSU, sets development aims and reflects ways to achieve both strategic and tactical goals, states the target indicators up to 2032. PSU Development Program for 2023 - 2032 was adopted by the Academic Council of PSU and approved by the Ministry of Science and Higher Education of Russia. Currently, the university is successfully following it. The Regional System of Higher Education study (Krasnoyarsk region, Norilsk) The study conducted in 2022-2023 reflects the educational migration of applicants towards the Krasnoyarsk region and the city of Norilsk, the number of high school graduates taking the Unified State Examination (EGE) in the region and the city and the quality of results, the demand for the applicants to the educational programs of the Fedorovsky Polar State University, and the structure and quality of enrollment. The study was based on official statistical data; data provided by educational organizations, local and regional authorities, as well as the key employer and industrial partner of the PSU - Nornickel. The results of the research were used to develop recommendations for the university to attract applicants to educational programs and improve the quality of enrollment, as well as to formulate requests to the PSU industrial partner. The results of the research were used by PSU to build a strategy for engaging applicants (with positive changes in 2024), and also served as the basis for the reports presented at the XIV and XV International Conferences on Higher Education conferences in 2023 and 2024, respectively. "Lost in Translation: Difficulties of translation in practice" The case of the Federal State Budgetary Educational Institution of Higher Education "Irkutsk National Research Technical University" (the case of the Federal State Budgetary Educational Institution of Higher Education "IRNTU"). The case study is devoted to the problem of creating a portfolio of solutions for the implementation of practical training for international students of the Baltic BRICS Institute of the Russian National Research University who study in English-language programs and do not speak Russian well enough. An analysis of the current situation of IRNTU was carried out, the specifics of the university's interaction with regional and foreign industrial partners were considered, and a survey of students from the Baikal BRICS Institute was conducted. The case was presented in 2024 as a management product at the National Research University of Higher School of Economics, tested through discussion with graduate students of the program, experts and mentors of the National Research University of Higher School of Economics. The results were presented to the customer at a meeting of the Council of the Baikal BRICS Institute of the IRNTU and accepted for implementation. It was decided to develop a program for the integration of international students and graduates into the economy of the Irkutsk region, taking into account the needs of the industrial sectors "Study and work on Lake Baikal". In December 2024, the Program received ASI support among projects in the area of "Providing personnel for priority sectors of the economy."
