This work was carried out in the form of a case study and assumed the task of finding and proposing various strategies and recommendations for Bunin Yelets State University, which would allow maintaining its autonomy and strengthening its position in the region. The main task was to develop a strategy for maintaining independence and ways to integrate the university into the development strategy of the Lipetsk region. The work also analyzed the positive and negative effects in cases of university associations in the Lipetsk region using the example of other higher education institutions in different regions of the country. The case was tested on first-year students, finalized and submitted to the rector of the University to include the prepared materials in the development of the Development Program of the Bunin Yelets State University for 2023-2032. The work is presented in the context of the regional education system of the Lipetsk region, namely the flows of applicants and graduates of universities in the region. The aim of the work was to develop recommendations for the development of the region's higher education system, taking into account human resources needs, demography and the dynamics of migration flows. To achieve this goal, an analysis of the socio-economic characteristics of the region, human resources, the regional education system, etc. was carried out. During the assignment, a number of problems of the regional education system were identified, as well as ways to solve them, taking into account the specifics of the region. Recommendations for a step-by-step solution of the problems identified by the situation were proposed both for the Ministry of Education of the Lipetsk region and for the heads of higher educational institutions in the region. The project is an information and analytical report on the genesis of the phenomenon "City-university" and the implementation of this model of the Novgorod State University in Veliky Novgorod. The paper highlighted the quantitative and qualitative characteristics of the optimal model, which allowed us to obtain similarities and differences between the concepts of "city-university" and "university city". The key condition of the project was the level of integration of the university into the life of the city and vice versa of the city into the university community. 6 target groups participated in the implementation of the project, and the necessary data were obtained based on the results of the sociological research. In the final stage, the Strategy of socio-economic Development of the Novgorod Region and the University Development Program were synchronized. Based on the analysis obtained, measures were formed to achieve the target model "City – University" and the dynamics of the effectiveness of the proposed measures were revealed.
