The final qualifying work is a portfolio of three products: 1. The State of the Higher Education System in the Novosibirsk Region: Economics Degrees; 2. To Survive and to Flourish: Fate of a Classical University in A Small Town. 3. The concept “City-University” concept as a tool for territory development. 1. The product is made in the form of an analytical review of the higher education system of the Novosibirsk region. The analysis was carried out precisely by the selected focus of the demand for economic areas of training. An analysis of the current level of socio-economic development of the region, its role in the territorial structure of the country was carried out. Historical prerequisites for interest in obtaining an economic education in the Novosibirsk region, namely as a major center in Eastern Siberia for the development of entrepreneurship, are determined. The dynamics of admission, graduation and quality of applicants to economic specialties at all universities of the Novosibirsk region, accepting students in economic areas of training, are highlighted. The paper records the processes of decreasing the number of students majoring in economics in the Novosibirsk Region, and draws conclusions about the reasons for this phenomenon. Recommendations are offered for different consumers of this information (the Regional Executive Committee of the Novosibirsk Region, the management of universities). 2. The product is prepared as a case assignment for students in order to develop alternative solutions for merging several large universities in the region into a single university. The study was conducted in the Lipetsk Region. The case analyzes examples of university mergers in different constituent entities of the Russian Federation over the past 5-10 years. Practices are highlighted, situations are indicated in which the merger of universities caused negative dynamics in the development of separate divisions. The situation is analyzed through the prism of the task of preserving the legal autonomy of the Yelets State University named after A.A. Bunin. The role of this particular university in the development of the region and the city of Yelets is highlighted. The case can be useful for managers of different levels in higher education of regional universities, as a tool for analyzing the impact of the university on the socio-economic, scientific, technological and innovative development of the region. The case recommendations were implemented in the ESU Development Program until 2032. 3. The product was prepared as an analytical study of the emergence and development of the socio-economic phenomenon of territorial specialization as a "City - University". The analytical review conducted a study of the formation of the concept of "City - University" in the research works of various authors. Its main qualitative and quantitative characteristics are highlighted. A comparative analysis with the concept of "University City" is conducted. The analytical group formed a system of qualitative and quantitative indicators of the optimal model of "City - University". A comparative characteristic of Veliky Novgorod is carried out on the co-respondent to the optimal criteria of the model "City - University". During the study, the possibility of classifying Veliky Novgorod as a university city at the current stage of development was annotated, supported by a sociological analysis of the opinions of city residents. The product was presented to the customer, its results were taken into account in the formation of the priority regional project "City - University".
