This master's thesis is a portfolio of three products: Portfolio of products. Analysis of the Arkhangelsk Region System of Higher Education in the Context of High Competition. To Survive and to Flourish: Fate of a Classical University in A Small Town. Strategy for the Development of the System of Additional Professional Education at the Faculty of Foreign Languages of the Russian State University for Social Technologies. Product 1 is the result of the analysis of the system of the higher education system of the Arkhangelsk region, which included work with statistical data from: Rosstat, the Ministry of Education and Science of the Russian Federation, the Ministry of Education of the Arkhangelsk region, the regional branch of the Ministry of Labor of the Russian Federation, monitoring of the National Research University Higher School of Economics, websites of leading universities, etc. Product 2 is an educational, management case aimed at finding and making the best decision on the issue of merging key universities. The case includes an analytical study of the current situation, the development of alternative strategies and mechanisms for decision-making. Product 3 is the result of the creating a system of additional professional education at the faculty of foreign languages of the Russian State University for Social Technologies, which required revision of existing programs, analysis of the market of additional educational services at the level of centers of additional education and universities, financial planning, development and implementation of new courses, entering into collaboration with partners and expansion of the partner network as such. The result was remarkable, as we managed to preserve and increase of the number of students, to open of new training programs, to increase of budget places for admission for the next academic year.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree. After a thesis is published on the HSE website, it obtains the status of an online publication.
