Object of research of the presented graduation qualifying paper is the Legal Regulation of Obligatory Pension Insurance of Non-government Pension Fund as an Insurer. The purposes of the paper are: comparison of "old" and "new" organizational and legal forms of non-goverment pension funds, and also the license conditions shown to non-goverment pension funds and also to study an order of carrying out reorganization; consideration of a role of non-goverment pension funds in operating system of obligatory pension insurance, consideration of the something new in the Russian legislation – system of guaranteeing the rights of the insured persons; consideration of the contract on obligatory pension insurance.
