<p>Modern information and computer technology carry a huge managerial capacity and can serve a great help in optimizing the system of public administration. Acting as a catalyst, and sometimes the main instrument of transformation, they transform the political process, challenge its traditional institutions and mechanisms. In some cases, new technologies can improve the functional ability of the state.</p><p>&quot;Electronic government&quot; can serve one of effective tools to accelerate the political and administrative reforms in Russia . In the economic and financial crisis, its implementation will more effectively dispose of public resources , significantly improve the quality of public services , strengthen the confidence of citizens in government , increase the global competitiveness of the national economy in the global market . However, due to methodological , organizational - legal , financial, technological and psychological problems our country is in an early stage of development of EPO . Undeveloped stage of a VC in Russia necessitates research experience of foreign countries , have initiated earlier electronic reforms and successfully implementing them . Abroad gained comprehensive experience , summarizing that Russia will be able to make a significant step in improving governance through the application of information and communication technologies , and ultimately to build e-government system .</p><p>Scientific understanding of the public policy of the USA , Singapore and China in this area , identifying their strengths and weaknesses in the implementation of the program EPO seems to be very relevant for the implementation of e-government in the Russian Federation.</p><p>The purpose of research is to analyze the formation of the national experience of &quot;electronic government &quot; in the United States , Singapore, China and Russia , the development of a set of measures to optimize the Russian state policy in this sphere.</p><p>Achieving this goal involves the following tasks:</p><p>&bull; Analyze the development of the concept of &quot; e-Government &quot; and its content in the context of the theory of the information society ;</p><p>&bull; To identify key aspects of state policy in the field of &quot; e-government&quot; in the United States , Singapore and China , to reveal their political priorities ;</p><p>&bull; Identify the political and administrative barriers to the formation of EPO Russia</p><p>&bull; Analyze the main lines of the EP in modern Russia , to develop recommendations to improve public policy in this area .</p><p>Theoretical and methodological basis of the research is the collection of scientific methods of cognition and social - political events and specialized methods of analysis related to the peculiarities of the problem field studies indicated . Key made ​​a comparative , systematic and structural-functional approaches .</p><p>Theoretical basis for the study was the concept , ideas, hypotheses domestic and foreign scholars on the implementation of e-government programs : VI Drozhzhinov , A.E.Schadrina , Yu.V.Irhina , AV Danilina AN Yurtaeva , VL . Inozemtseva M.Kastelsa , Toffler , D.Bell , VG . Varnav , M.I.Vilisova , R. Boyle , D.Rich .</p><p>The study explored : the main approaches to the concept of &quot;electronic government&quot; , structure, functions and principles of its organization ; stages of creating the &quot;Electronic Government &quot; e-government model ; incentives and barriers to the formation of e-government in the modern world. Just a comparative analysis of experience implementing EG in foreign countries ( USA, China, Singapore)</p><p>Analysis of the relevant foreign and domestic experience has shown the need for PPPs in electronical government in the Russian Federation, on the basis of which assessed the possibility of using PPP as a whole and its individual species to enhance the process of formation of EP , and outlines the main benefits for each of the participating in the partnership parties. The paper concluded that the prospects of using PPPs in ICT use and proposed mechanisms for PPP projects as well EP.A written plan for the development of PPP in e- government.</p>
