Governance of the innovative development of large cities

<p>The graduate qualification work set out on 67 pages. It consists of an introduction, three chapters, conclusion, bibliography and appendices.</p><p>The relevance of the work is determined by the increased attention to the need for public authorities for ensuring sustainable socio-economic development, which, according to many researches, should be based on innovation. In the context of globalization, it is one of the tools for socio-economic system, in particular for cities, to maintain its competitiveness. It is important to note that innovation here is considered in a broad sense, i.e. as innovation (gradual or radical) that promotes the efficiency of the system.</p><p>The purpose of the work is based on identifying the effective tools of innovative development of large cities and the development of recommendations on their basis for the city of Moscow.</p><p>The hypothesis is as follows: despite the fact that currently in the city of Moscow state authorities taken a variety of actions aimed at stimulation of innovation development of Moscow, there are acute unresolved issues related to urban management.</p><p>Objectives of the work:</p><p>- Identification of patterns and features of the innovative development of large cities;</p><p>- Selection of the set of tools to stimulate innovative development of large cities;</p><p>- Formulation of suggestions and recommendations for the governance of innovative development on the example of the city of Moscow.</p><p>In the framework of this work the first chapter is about the theoretical foundations of innovative development of large cities, the causes of sharply increased popularity of innovation over the past decade, the main tendencies, significantly influenced the development of the innovative process in the world, the most urgent problems of innovative development of the large cities.</p><p>In the second chapter, we have highlighted the priority directions of innovative development of large cities, formed a set of tools to stimulate innovative development, and analyzed how the formation of the strategy of socio-economic development affects the innovative development on the example of the city of St. Petersburg.</p><p>In the third chapter, a study was conducted in the framework of which the use of the set of tools to stimulate innovative development was considered in Moscow. On the basis of this study, in which government officials were interviewed and two expert interviews were taken, conclusions were drawn about what tools work, and what tools don&rsquo;t, as well as the recommendations to improve the governance of urban innovative development.</p><p>Thus, in the present study the hypothesis was confirmed: now in the city of Moscow public authorities taken a variety of actions aimed at stimulating innovative development of Moscow, but there are acute unresolved issues relating to urban management. Those problems are related to the lack of consistency of regulatory legislation, regulating the innovative activity in the city of Moscow, as well as to the lack of highly qualified managers with the skills and knowledge in the sphere of implementing innovative projects in urban environment.</p>
