Drivers' reaction to the introduction of parking fees: Moscow case

The general purpose of this academic project is to examine the drivers’ reactions, perceptions and uses of recently reconstructed Moscow parking spaces. More precisely, this paper provides a review of both theoretical and empirical literature on social analysis of urban everyday life. Specifically, the study examines how motorists organize their everyday routines under the parking regulations set by local authorities. What is more, the analysis of drivers' attitudes towards the newly introduced measures is also provided. The qualitative data obtained through observation, content-analysis and interviewing will be used to develop this analysis. The problem of the present project lies in lack of the research on drivers’ perceptions and experience regarding newly introduced systems of parking facilities. The central questions of the present research are the following: How do motorists perceive new parking environment? How do they identify the regulations imposed by parking signage and guidance system and interact with electronic gadgets used for executing payment operations? What channels do drivers use in order to “fit” into changed environment? How do they utilize their culture and human capital in this regard? How do motorists violate the rules set by Moscow Municipality? How do they demonstrate disobedience towards the recently introduced set of parking behaviour regulations? In present study drivers’ practical experience of utilization of parking places will be included into consideration, while the overall goal of the research is to identify behavioural patterns concerning motorists’ Moscow parking zones usage.
