Bachelor's thesis "Evaluation of efficiency of healthcare financing " contains 8 figures, 22 tables and 3 appendices . The amount of work is 76 pages. While writing the work was used 48 sources. Keywords: efficiency, finance, health, environment analysis operation , regression analysis, World Development Indicators, innovation.

At the moment, health issues receiving a lot of attention in any country because the nation's health affects the level of development and the state of the country, the demographic situation and other key indicators which are importance. Question of efficient allocation and use of resources available in the industry, it is a relevant aspect considered and investigated at all levels, from the divisions of the particular institution, and the last consideration in the scale of the whole country .

The aim of this work is to evaluate the effectiveness of health care financing in Russia relative to other countries. The research object is the health care industry in eight countries: Russia, Poland, Ukraine, Belarus, France, Germany, Italy, Denmark, who were chosen not randomly. Parts of them included in the analysis because they were similar to the Russian health care system 20 years ago and were about the same level of development. The rest of the country – previously were members of the European Union. The subject of research is the input to the industry factors (Input), represented by private and public health care spending , and output factors (Output), represented by indicators of the industry .

Analysis of the literature devoted to research the effectiveness of various aspects of health, identified methods, principles of this study and its necessity. The classical approach is standard includes only the medical factors, ignoring innovation in the industry.

Scientific originality of the study is the inclusion in the analysis of innovative component and a specific set of countries included in the analysis. Practical significance due to the receipt counts, which indicate how effective is the usage of the finances, allocated for their activities, development and equipment. Besides the model, which will give us the understanding, which metrics are sensitive to changes in the funding and what is the cost of getting changes for each particular factor, will be drought out.

The first chapter "Theoretical foundations for assessing the effectiveness of financing the health sector" provides an overview of approaches and methodologies. The understanding of the reasons behind the choice of approach to performance measurement, drawing specifications Input and Output and that is important is an explanation of the difference in efficiency obtained in research methodology and opportunities generally, will be formed.

The second chapter "Methodology" consists of the description of the three approaches to the study of the effectiveness of health care. Thereby, an opportunity to evaluate the theoretical basis of the method, the principle calculations inherent in it, appears, that builds awareness of appropriate methods achieve their goals. The alternative is the analysis of stochastic frontiers, analysis operating environment, complemented by Malmquist index calculations and regression analysis. As a result of analysis calculations were made by all the above methods except for the analysis of stochastic frontiers (SFA), more suitable for the analysis of the effectiveness of a particular production.

The third chapter "The practical aspect of financing the health sector" includes an overview of innovation, its features in Russia and other countries, the description of the data collection, justification specifications, obtain estimates and modeling.

Analysis of the operational environment as the method is suitable for obtaining estimates of effectiveness, but the specification corresponding to the classical approach of incorporating health indicators as Output, not proved consistent, because these estimates differ from the actual situation in the surveyed industries. Hypothesis incorporating innovative component represented the cost of R&D[1], was tested by regression analysis, the results of which the models of public and private funding. Costs of R & D - a significant explanatory variable, whose inclusion in the regression changed the signs in front of some of the coefficients on the opposite, then their interpretations became close to the observed situation in the countries.

Thus, the results of the study were identified features and effectiveness of these techniques, an understanding of specifications and estimates of the effectiveness of financing health care industries, the efficiency of private financing on state. Countries with a more efficient health care system than in Russia (from 1998 to 2011. ) - Denmark, Ukraine, Germany, Italy, Belarus. Private financing is effective in Poland, Belarus, Germany, France, Denmark, Italy.

1 [1] Research and Development
