The study of cost-effectiveness of toll riads construction and exploitation projects in Russia

One of the most discussed issues in Russia is the state of the roads, namely, their quality and exploitation. There is a mismatch between the existing road network and socio - economic requirements. Transport is one of the largest basic branches, at the same time it has a great influence on other key areas of the economy. At present, almost all the roads are financed by the state budget, which is not able to provide enough resources alone. Acute cause of the above problem is the lack of funding. Foreign practices show the success of such a decision, as the construction of toll roads, which are based on the principle of "user pays" and thereby ensure return on investment.

The topic of the present work refers to a growing number of private toll roads as an alternative or supplement to public free-access road infrastructure. The general purpose of this research is to analyze projects under the public–private partnership (PPP) conditions in terms of investments return and develop proposals to illuminate the core shifts that should be made to make toll road constructing and exploitation projects more worthwhile for investors.

Within this broad aim the following objectives should be accomplished:

1.     To highlight theoretical basis of toll roads financial projection;

2.     Examine existing methods of risk assessment and cost-effectiveness of the investment project for future use on real example;

3.     Identify core funding models of road construction projects;

4.     Analyze foreign and domestic experience with the aim of comparison and identify the conditions necessary for the successful fulfillment of the project;

5.     Describe the features of real project of commissioning of toll road M-11 ‘Moscow-St. Petersburg’ and make recommendations for the successful implementation

To achieve the main aim, some methods of scientific research were used. They are: grouping, monitoring, comparative analysis, synthesis, classification, as well as graphical and tabular methods of presenting data.

As a result of the research, recommendations to improve the conditions under which PPP projects are acting and for the successful implementation of the project of construction of the M-10 "Moscow - St. Petersburg" were made. As arrangements to improve financial efficiency were proposed following activities: mandatory regulation of tariffs for paid by state, the use of measures to optimize the costs of raw materials, increasing of road maintenance efficiency by optimizing the allocation of plots of toll roads between existing production bases located nearby.
