The New Organizational Forms for Russian Scientific Complex Development: Innovation Clusters and Their Evolution

<p>The objects of a paper are regions and innovative clusters of the Russian Federation.&nbsp; The subjects of the paper are the innovative activity of clusters, the innovative performance of the Russian regions and the channels of a diffusion of innovations.</p><p>The goal of the paper is the improvement of mechanism concerning innovative transfer of technology between clusters. In addition, the finding dependence between an innovative production of the clusters and external factors. For achieving the goal, an author solved some problems:</p><p style="margin-left:53.4pt;">1.&nbsp;&nbsp;&nbsp;&nbsp; Find the most effective form of the innovative diffusion for Russia. Define the field where innovations diffuse the fastest.</p><p style="margin-left:53.4pt;">2.&nbsp;&nbsp;&nbsp;&nbsp; Analyze the Russian innovative clusters; find the clusters problems and the reasons of weak performance.</p><p style="margin-left:53.4pt;">3.&nbsp;&nbsp;&nbsp;&nbsp; Estimate the impact of innovative clusters on the amount of innovative products of the regions.</p><p style="margin-left:53.4pt;">4.&nbsp;&nbsp;&nbsp;&nbsp; Determine the factors that have an influence on the amount of innovative products of the clusters.</p><p>The information base for research were the statistics of innovative evolution of Russia from a statistic collection of the Higher School of Economics, data of the Federal State Statistics Service, data of Ministry of Economic Development of the Russian Federation.</p><p>The results of the paper were the following resume. Reducing the number of organizations, that have R&amp;D department, negatively affects the technical innovation. The collaborative research and development projects are the most effective form of innovative diffusion. A high-tech manufacturing and services are the fields with developed cooperation relations.</p><p>An innovative cluster positively affects the amount of innovative products of regions. Moreover, an innovative expense has a positive influence on the innovative activity of Russian regions.</p><p>The number of patent applications in region have a positive effect on the quantity of innovative products for the Russian regions that have the innovative cluster. However, an innovative expense has the most influence on an innovative activity for the Russian regions that have no the innovative cluster.</p><p>Finally, a private investment, R&amp;D expense and a quantity of patents positively affects specific weight of innovative products &nbsp;&nbsp;&nbsp;&nbsp; of clusters.</p>
