Improvement of State Policy of Developing Student Sport in Russian Federation (the Case of Saint-Petersburg)

In this paper the study of the development of university sports and mechanisms of this activity on the example of St. Petersburg is investigated. The object of research is the student sport. The subject of research is the state policy of the development of university sports. The purpose of the work is to prepare recommendations for improving the state system of measures aimed at regulating and developing this type of activity, as the student sport. The main objectives of the work are: the study of the theoretical aspects of university sports; analysis of current and conceptual legal framework, the analysis of the problems faced by student-athletes, improve the proposal of the program methods of university sports in St. Petersburg. To achieve this goal used methods such as theoretical research, analysis of legal documents and statistical data, surveys. The study identified the main shortcomings of the existing state regulatory mechanisms and the development of university sports in St. Petersburg; It identifies the main challenges faced by the students-athletes when combining sports and educational activities. Based on the data obtained were offered recommendations for improving student sport development system in St. Petersburg. Identified in the study, the problem may be useful to adjust policies and improve existing tools to support student sports activities.
