Instruments of Government Regulation and Development of Innovative Entrepreneurship in Russia

The topic is relevant due to the need of formation and development of instruments of state support of small and medium-sized innovative businesses to translate the national economy to a new competitive level of innovation development. State support of innovative business is very important because of the complexity of the market promotion of innovative products, the need to support the development of infrastructure, cooperation of market and state structures due to the high cost and risky development and implementation. The purpose of the study is to characterize the main directions of state support of small and medium-sized innovative business in the Russian Federation and development institutions that operate them. The author defines the concept of innovative SMEs, considers the implementation of the legal framework of innovation, the basic types of instruments of state support of innovative SMEs, and characterizes the most important development institutions in terms of supporting innovative enterprises. The author makes a review of the results of the development of innovative SMEs over the last decade, lists the most important problems of the development of innovative small and medium-sized businesses and put forward proposals for the development of innovative SMEs. The work gives an idea of the current situation with the support of small and medium innovative businesses in Russia, the main activities of development institutions, as well as the main problems of the state support of innovative business.
