Organizational and Pedagogical Requirements for Master’s Degree Programs While Introducing of the Professional Standard of the Teacher and Pedagogical Education Modernization

Discusses the possibilities and the conditions for the establishment for the management of the universities of recommendations for updating the graduate programs within the enlarged group of specialties (training areas) 44.00.00 Education and pedagogical science. Analyzed the requirements of the Federal law №273 «On education in Russian Federation», professional standard of the teacher, the project of modernization of pedagogical education on the development and design of new programmes, strengthening of the practical and research orientation in management for the managerial staff of the education system. Studied the experience of universities-participants of the project of modernization of pedagogical education in the contents of the modular programmes of pedagogical magistracy, annotations of disciplines of local normative documents; forms of interaction between stakeholders-learners-teachers in development and implementation of programs; variety of educational programs across heterogeneous groups with different level of training, practical experience, etc. Guidelines for updating master programs consist of two parts. In the first part of the recommendation focused on the development of a modular master's degree programs to provide students various options for obtaining teacher education. The second part includes recommendations for improving the quality of education by strengthening the practice-oriented project and research orientation of preparation of future teachers, establishing relationships with representatives of professional community, the launch of mechanisms for independent assessment of level of competence Testing recommendations held in the Krasnoyarsk state pedagogical University named after V. P. Astafiev. On recommendations provided expert review and feedback. Key words: organizational and pedagogical requirements, the program of pedagogical magistracy, updating educational programmes of higher pedagogical education.
