The Effects of Local Governance Forms on Strategic Planning in Cities

Current research is dedicated to the urban development analysis in the context of shift to the new forms of city governance. In particular, urban development is considered through the extent of strategic planning institution maturity at the local level, which in the author’s opinion is a key to successful urban planning policy. Paper presents the analysis outcomes of five Russian cities that are different by the principles of local self-governance system and official city status they have. Taking into account the cities’ political agenda, the strategic planning documents were studied. On the ground of the authorial methodological elaboration of planning document evaluation, the conclusions about city government effects on strategic planning were drawn.
