Factor of Political Will in Decision-Making Process: Case of St. Isaac's Cathedral

This final qualifying paper is devoted to the issue of the role of the factor of political will in the process of adoption and execution of political decisions, using case of the process of the transfer of St. Isaac's Cathedral. The transfer of the building of the State Museum-monument "St. Isaac's Cathedral" in favor of the Russian Orthodox Church, which taking place in the period 2015-2017, is understood as the process of the transfer of St. Isaac's Cathedral in this paper. The first part of the paper presents an overview of the research literature on the approaches, analysis and operationalization of the concept of political will, as well as an analysis of the author's previous work on similar topic. The second part of the paper presents an analysis of publications of mass media and regulatory legal documents aimed at studying the context of the chosen case and revealing the role of the factor of political will in it., Conclusions about the significant role of this factor in the process of adopting and executing a political decision based on the chosen case were drawn at the end of this work.
