In the present paper, the legal institute of redistribution of powers between public authorities of the subjects of the Russian Federation and local government-bodies is studied through a comprehensive analysis of academic literature, regional legislation, financial and economic statistics, as well as the practice of the Constitutional Court of the Russian Federation; the specifics of the implementation of this mechanism in the spheres of economic activity in regions are issued. The author considers the thesis that the legal regulation of the redistribution of powers is imperfect in its current state and requires further legislative improvement. In this context, the author proposes to increase the number of guarantees of local government rights at the federal level in relation to the procedure of redistribution of powers, including the establishment of time-frames based on objective criteria. The author's analysis of the dynamics of the development of the institute clearly demonstrated the annual growth trend of the power redistribution use in the subjects of the Russian Federation.
