Integration of Migrants in the Institutional Environment of a Region

The need to introduce migrants into the institutional environment of the region is justified by the fact that labor migrants contribute to the development of the region through the replenishment of the budget (taxes, state duties, etc.), as well as through the results of their own work. The aim of the study is to develop projects to improve the process of integration of migrants in the institutional environment of the region based on the analysis of migration flows of the Perm region. The state is actively pursuing migration policy in order to effectively manage the integration processes, as well as to attract compatriots from other regions. The development of effective migration policy will help the population not only to move between different Federal districts, but also to integrate effectively into the local society. As a result, the problems of migration policy of the Perm region were identified, related to both management decisions and the attractiveness of the Region for migrants, from the position of legislation and in the context of the population's attitude to migrants. To solve these problems has been developed the project of a Multifunctional Centre that would be able to provide services to migrants in the framework of assistance in the preparation of documents, passing of the required examinations and provision of information. Also, a «road map» of activities that could improve the implementation of the migration policy of the Perm region was developed. To assess the effectiveness of these recommendations, a list of criteria has been developed to monitor and control activities and outcomes.
