Implementation of Effective Contract Model in HEI: Assessment of the Impact on the Publication Activity of University Faculty

The introduction of an effective contract into the public sector of Russian economy was meant to ensure that wage growth would correlate with improvement in quality of services provided. A review of studies devoted to analysis of contractual relations in Russian and foreign universities showed that research activities of teachers depend on their intrinsic motivation, availability of favorable academic environment, and relationships between employees. This dissertation is aimed at finding an answer to the question: how did an introduction of an effective contract model at a higher education institution influence quantity and quality of teacher’s publications. When researching issues related to an effective contract, authors primarily use qualitative methods of analysis: in-depth interviews, opinion polls, etc. In this dissertation, I made an econometric assessment of the impact of contract structure on quantity and quality of teachers' publications. The results of model evaluation allow us to conclude that the number of publications was positively affected by salary, incentive payments, as well as the participation of teachers in conferences and advanced training. The quality of publications, as measured based on publication activity index, depends on the size of the incentive payments and advanced training of teaching staff. The introduction of an effective contract only affected the total number of publications.
