Structuring Russian STI Policy Agenda through the National Innovation System Perspective

Master thesis is dedicated to the concept of National Innovation System (NIS) and its implementation in Governmental state STI agenda. The paper discusses the place of the concept in STI research area, its importance for Governments worldwide and compliance of the Russian STI agenda with academic models and indicators. STI agenda in the context of the work is a set of structure-forming documents – state STI Strategies and Programs. The main research question is - How systematically is the agenda represented in the documents that form the national innovation system? To answer this question, theoretical NIS models are overviewed and the target conceptual framework is formulated. The main research method is a documentary analysis using context network visualization of each documents. This method helps to assess systematic representation of NIS components in STI Policy agenda of Russia in comparison with conceptual NIS model. The analysis shows systematic gaps of Russian STI Policy and considers them in the context of the interrelationships of the system components.
