This work studying the problem of assessing the quality of services in the sphere of mobile telecommunications. As a result of the study, a quality assessment methodology was proposed. This methodoloby is based on the expert assessment method, where the subscribers of the cellular operator act as experts. Also the research presents a mechanism for the allocation of resources, based on the results of assessing the quality of services.
