Inner-city Districts Potential for the Purpose of Municipal Entity Formation

This paper introduces a method that enables to determine the inner-city districts potential for the purpose of municipal entity formation. In the first section, the author provides theoretical framework concerning territorial zoning, municipal administration and criteria of territorial entities self-sufficiency. In the second section, the author describes the proposed methodology and presents the major indicators that allow estimating urban entities self-sufficiency both on urban and inner-city level covering various fields. In the third section, the author tests the proposed methodology on the example of 96 inner-cities districts of thirteen Russian cities (with the population over one million people) and presents appropriate typologies.
