Health Facility Planning

There are very few studies that observe planning in the tertiary sector of the economy and in the healthcare industry in particular. There is a gap in the existing knowledge in this sphere which is expressed in the absence of the developed methodology and practice for developing business plans that take into account particular features of the service economy. However, planning is the basis of the medical institution’s activity; this process helps to use resources rationally, to improve the financial position of the organization and to increase its manageability. Current study is dedicated to the planning assessment of the military hospital №422. The problems of the institution were observed, especially the main one of them which is the lack of funding from the state budget. Different kinds of analyses were carried out: expenses analysis of the institution, paid medical services analysis, and analysis of methodology for calculating their prices. On this basis the author formulated a list of recommendations to solve the lack of financial resources problem in the public medical institution.
