Justification of Approaches to Russian Gas Fuel Market Development Based on International Practices

Natural gas fuel can be considered as a political tool that solves a number of acute and important problems for the state: environmental pollution, dependence on expensive imported energy resources (oil), volatility of their cost, expensive fuel for consumers, issues of energy security, etc. In view of this, many countries have begun to practice large-scale use of natural gas fuel. Thus, the "gas power" - Russia-has long been interested in mass promotion of this product. However, in reality, the large-scale promotion of Russian gas engine fuel in the domestic market is hindered by the lack of a clear policy and a clear strategy for market development. In this regard, the author examines the existing state approaches to the development of the gas engine fuel market in different countries and analyzes their impact on the dynamics of this market. In the first Chapter, the evolution of the gas engine fuel market in Russia and other countries is considered, departmental documents and projects for promoting this market are studied. The existing Russian and foreign state approaches to the development of natural gas as a fuel are identified, and a classification is given based on their impact on supply and demand. In the second Chapter of this work, the General traditional approach to assessing the state of the market as a whole is considered, and the features that should be taken into account when evaluating the development of the natural gas fuel market are determined. Further, the specifics of the implementation of natural gas fuel are identified, and with this in mind, the evaluation tool is selected and justified, as well as indicators for creating a model. The third Chapter presents a model for assessing the impact of government approaches on the development of the natural gas gas fuel market in different countries. A number of tests are performed using the R software, and based on the results obtained, practical recommendations are given for the further formation of state approaches for the development of the Russian gas engine fuel market. At the end of the work, a conclusion will be made, in which the author summarizes the results of the study.
