The Role of International Environmental Organisations in Ensuring the Ecological Security of the Baltic Sea.

In this article the factors of participation of ecological non-governmental organizations of St. Petersburg and Leningrad region in the international institute of ecological governance in the Baltic Sea region with approaches of the theory of international structure of political opportunities of the theory of mobilization and theory of transnational network of advocacy are considered. Interviews with NGO representatives showed that the combined structural factors of participation, namely rules of access to institutions, rootedness in national institutions, NGO allies and opponents, and their approach to resource mobilization condition NGO participation in the International Institute for Environmental Governance.
