The paper considers theoretical aspects of barriers of the development of small and medium-sized businesses, as well as provides an analysis of key support programs. An empirical study was also conducted, including two stages: in-depth interviews and questionnaires. According to the results of an empirical study, there was a low level of both satisfaction with support programs and overall awareness of it. In addition, factors that have the most negative impact on the state of small business companies in Moscow were identified. At the end of the study, a number of recommendations were provided for improving the existing support programs for small and medium-sized businesses and developing the state of small enterprises.
