In Russian practice, distributed registry systems are being developed: in the field of banking, fuel and energy, and retail. This practice does not keep up with the pace of development of foreign companies. Approaches to simplifying the process of structuring transactions are currently being developed in the Russian Federation: common terminology is being formed, standards are emerging, the number of intermediary structures is growing, and legislative initiatives are being formed in the field of protecting the results of joint intellectual activity, digital law, and distributed registry technology. The emergence of a unified approach to structuring joint technology projects will allow to involve more participants, ensure their effective interaction and increase the manageability of such projects. The Russian experience of structuring relations in joint technology projects of fuel and energy companies and small and medium-sized businesses is poorly formalized and poorly studied, which limits the involvement of promising projects in the traditional activities of fuel and energy companies and increases the level of competition in the market. The purpose of the research is to develop an approach to structuring contractual relations with SMEs in the field of fuel and energy, to improve the effectiveness of joint scientific and technological projects. For the purposes of this study, the analysis of processes of technology transfer in the energy industry, automation services support joint projects between large companies and SMEs conducted review of the projects blockchain sphere TEK, the estimation of the level of development of regulation (financial, technological, corporate, legal processes, automation of relationships, given the approach of structuring relations based smart contracts between SMEs and energy companies.
