Governmental Regulation of Youth Policy in Russia (on the example of the Kaluga Region)

State youth policy plays a significant role in countries because further socio-economic development of the state, the growth of the well-being of its citizens and the improvement of public relations depend on effective implementation of youth policy. Recently, much attention has been paid to improving legislation in implementation a successful youth policy in Russia. However, little is known about the normative regulation of state youth policy in the Kaluga region – one of the most developed regions in the Central Federal district. The purpose of this paper is to investigate the normative structure of the regulation of state youth policy in the Kaluga Region of the Russian Federation. The study addresses a number of research questions, answers to which will reveal the key aspects of legislation of the Kaluga region in the field of youth policy regulation. This research is based mainly on the qualitative analysis of legal acts, basic laws of the countries and expert assessments. Furthermore, two in-depths interviews with members of state youth associations of the Kaluga region will be conducted. The main result of the paper is developing a set of recommendations for improving the existing youth policy legislation in the Kaluga region. Future research may continue to explore this issue in more depth by expanding the list of interviewees, as well as reviewing youth policy legislation in other regions of Russia.
