Budgetary and Legal Mechanism to Ensure Financial Stability in the Russian Federation

The thesis is devoted to the design of the budgetary and legal mechanism for ensuring the financial stability of the Russian Federation. The social-legal, budgetary-legal relations associated with the functioning of the budgetary-legal mechanism for ensuring the financial stability of the Russian Federation are studied. The purpose of the work is to substantiate the idea, design of the budgetary and legal mechanism for ensuring the financial stability of the Russian Federation, and its study. The achievement of this goal helps to solve the following problems: to define the concept, the legal structure of the mechanism; identify the role of risks and threats in the development of the mechanism; determine the bodies involved in the functioning of the mechanism, their relationship; identify and justify the fundamental principles on which the mechanism is built; conduct a study of the role of income and expenses, sources that ensure the financial stability of the Russian Federation in the mechanism, their significance and characteristics. During the study, the following results were achieved: it was determined that the budgetary and legal mechanism of the financial stability of the Russian Federation is a system based on the norms of budgetary law, the elements of which are state bodies that operate on the basis of principles and use sources to ensure financial stability. The elements are interconnected and interdependent. The operation of the system is aimed at minimizing the impact of risks and threats in order to achieve financial stability. The system has a complex nature, requiring a comprehensive and systematic study. For the financial stability of the country, it is necessary to create a mechanism based on the norms of budgetary law. In general, in the course of this work, the goals and objectives set were achieved, the main categories in the area under consideration were formulated, and conclusions confirming the validity of the theses submitted for defense were drawn.
