The thesis explores the process of establishing a regional operator in the field of housing fund management from theoretical and legal standpoints. The research is aimed at analyzing the normative legal framework that governs the management of the housing fund, with the goal of identifying the legal aspects involved in creating a regional operator in this field and examining the necessity of its establishment within the existing mechanisms for managing housing resources.
