1. Regional Higher Education System of the Republic of Bashkortostan in the Context of Applicant/Graduate Flows and Competing Regions. In the Republic of Bashkortostan, the problem of the young people outflow to neighboring regions of the Russian Federation, as well as to Moscow and St. Petersburg, remains topical. The evidence that points toward the stable growth in the number of young people under the age of 39 leaving the Republic of Bashkortostan indicate this. The republican authorities set tasks related to the need to develop mechanisms of retention and motivation the school graduates to study at Bashkortostan higher educational institutions, as well as to return young people to the region after getting higher education at universities outside the Republic. This work is devoted to the study of the higher educational system in the region, the developing recommendations and possible ways of solving the above-mentioned tasks. During this work, a comprehensive analysis of the regional higher educational system and key social and economic indicators of the Republic of Bashkortostan, as well as neighboring regions (the Republic of Tatarstan, Chelyabinsk, Sverdlovsk and Samara regions) was carried out. The empirical basis of this work is the statistical evidence of universities monitoring, the Ministry of Education and Science of the Republic of Bashkortostan, the evidence of the Territorial Body of the Federal State Statistics Service for the Republic of Bashkortostan, as well as available evidence posted on the Internet, the results of interviewing the university staff and the Ministry of Education and Science of the Republic of Bashkortostan. The study results were used in the vocational guidance strategies development of BashSU, Ufa University of Science and Technology, and discussed during strategy sessions held by the Eurasian Scientific and Educational Center of the Republic of Bashkortostan. 2. Science in a Creative University: to Be or not to Be? Case Ekaterinburg Academy of Contemporary Art. The case is developed on basis of factual information about the Ekaterinburg Academy of Contemporary Art and it is dedicated to the problem of developing research areas at universities.The aim of the case is to master strategy developing skills in the focus areas of higher educational organizations (scientific activities). The following solutions were proposed by the training teams: to change the structure of the university and staff schedules; to modernize the approaches to organizing research; to create the Consortium of Contemporary Art in Digital Space; to open master's programs; to develop student research laboratories. A positive customer review was received, which noted the practical significance of the case not only for EACA, but also for other universities implementing programs in creative direction. 3. The Study of the Forecasting Ability in Subjects of a Learning Process of an Agrarian University (Article). More than ever modern agricultural production needs specialists who are able to foresee the systemic consequences of decisions, which determines the relevance of developing the problem of the forecasting ability of a specialist agrarian. The purpose of the study is to investigate the degree of formation of the forecasting skill among students and teachers of an agricultural university. The study involved 320 teachers and 320 students of an agrarian university. An analysis of empirical data revealed statistically significant differences between graduate students of the Faculty of Agroengineering and graduate students of the Faculty of Veterinary Medicine, as well as between teachers of these faculties in the forecasting skill. The results of the study confirmed the need to develop a special course, aimed to develop the forecasting skill among teachers of an agricultural university and their mastery of the technologies to help their students to develop this skill in the process of studying specific academic disciplines.
