In the Republic of Bashkortostan, the problem associated with the outflow of young people to neighboring regions of the Russian Federation, as well as to Moscow and St. Petersburg, remains a very pressing problem. This is evidenced by data from migration services, which show a steady increase in the number of young people under the age of 39 leaving the Republic of Belarus. At various levels, including at the level of the Head of the Republic of Bashkortostan and the Government of the Republic, tasks are set related to the need to develop mechanisms in order to retain and motivate school graduates to study at universities in Bashkortostan, as well as for the purpose of returning young people to the region after they receive higher education. education in universities outside the republic. The presented work is devoted to the analysis of the state of problems in the higher education system in the region, the development of recommendations and possible ways to solve the above problems, which is due to the relevance of the problem voiced and its high significance for the development of the region. In the course of working on the problem, the authors conducted a comprehensive analysis of the regional higher education system and key socio-economic indicators of the Republic of Bashkortostan, as well as its neighboring regions (the Republic of Tatarstan, Chelyabinsk, Sverdlovsk and Samara regions). The empirical basis of the work is the materials of regional studies of the University Development laboratory, statistical data from the Ministry of Education and Science of the Republic of Belarus, statistical collections provided by the Territorial Body of the Federal State Statistics Service for the Republic of Belarus, as well as available open data posted on the Internet. The results of the study were used in the development of career guidance strategies for Bashkortostan State University, UUNiT, and were discussed during strategic sessions held by the Eurasian Research and Education Center of the Republic of Bashkortostan. The case was developed on the basis of real information about the Municipal Budgetary Educational Institution of Higher Education "Ekaterinburg Academy of Contemporary Art" (Institute) (EASI) and is devoted to the problem of developing a research direction at the university. The purpose of the case: to develop skills in developing a strategy in the main areas of activity of a higher education organization (scientific activities). The target audience varies depending on the use cases for the case (from students to scientific departments and university management). The results of using the case as an educational product were obtained as a result of “piloting” in the master’s program “Management in Higher Education” in 2023. The training teams proposed solutions such as: changing the structure of the university and staffing; modernization of approaches to organizing research; creation of the Consortium of Contemporary Art in the Digital Space; opening of master's programs; development of student scientific laboratories; and others. The product “TSTU Development Program” was developed taking into account federal and regional strategic documents. The program is aimed at increasing the university’s contribution to achieving National goals, spatial development of the region and ensuring the availability of quality engineering education. The mechanisms and conditions for implementing the mission of TSTU are shown - to help improve the quality of life in the region through the generation of new knowledge and high-tech products, scientific and technological developments and digital solutions, human resources in the interests of the regional and national economy. Activities and projects of policies and management systems are focused on the transition to an innovation-entrepreneurial university model. The advantages of the Program are the elaboration of strategic projects that will allow TSTU to become a center of competence in the field of Green technologies and New materials, strengthen the role of the region in ensuring the personnel and technological sovereignty of Russia. Mechanisms for implementing developments based on inclusion in regional projects, network integration within RECs and consortia, financial and economic justification and indicators reflecting the dynamics and effectiveness of the program are revealed.
