Trends in the Development of Antimonopoly Legislation in the Russian Federation in the 2020s

This paper analyzes the trends of antitrust regulation in Russia in the 2020s. The work explores what constitutional-legal and institutional mechanisms of the existing legal system of Russia and how they influence the existing regulation. The constitutional-economic study of antitrust regulation and the conclusions from the study are supported by analyzing financial, information and communication and digital markets. The conclusion provides evidence that the antimonopoly system has the following trends: strengthening of the social bias in regulation both at the constitutional level and in practice; priority of stability of the financial and economic system over increased competition in these markets; preservation of a high degree of consumer protection in all markets studied in the research; relative liberalization of antimonopoly legislation and reduction of administrative barriers; and other trends in each market. Based on the results of the work, recommendations were made to improve Russia's antimonopoly system.
