Unconditional Basic Income as a Method to Decrease Inequality

The study is an analysis of the key aspects of assessing the effectiveness of the strategy of introducing a UBI as a measure to combat social inequality. The main objective of the work is to consider the possibility of introducing the concept of basic income in the territory of the Russian Federation as a potential tool for eliminating inequality, as well as determining the degree of effectiveness and expediency of the implementation of this policy in the context of the peculiarities of the Russian political system. The planned study will be based on the quantitative data of the RLMS (Russian Longitudinal Monitoring Survey) for individuals over a period of time from 2018 to 2022. The study will be conducted using simulation modelling. The results obtained may be important for the formulation of social policy, given the absence of similar studies on the subject. The study found that the introduction of the basic income concept reduces inequality. And the fact that the system of UBI in Russian policy represents a significant burden for taxpayers, since the financing of this policy causes financial difficulties for the state budget.
