Interaction between Mining Companies and Authorities within the Framework of the ESG Agenda of Kemerovo and Tomsk

Business structures and government bodies are institutions on which the development of society depends. The involvement of each subject affects the level of well-being of the territory of presence. The purpose of this work is to compare methods of interaction between mining companies and government structures in the context of the ESG approach in the territories of Kemerovo and Tomsk. In this work several methods will be used. Firstly, it is a qualitative content analysis of regulations at the city, regional and federal levels, development strategies of mining companies registered in Kemerovo and Tomsk. Secondly, it is a case study to identify the unique features of interaction between business and government within each selected case. Thirdly, it is an expert semi-structured interview with representatives of municipal authorities responsible for the ESG agenda and sustainable development in the cities of Kemerovo and Tomsk. The first part of the work presents a review of the literature on the topic, as well as the theoretical framework of the study. The second part presents the results of content analysis and comparison of cases of interaction between authorities and mining companies in Kemerovo and Tomsk. The result of the study will be a comparison of models and methods of interaction between two actors, highlighting unique features for Kemerovo and Tomsk.
