The aim of this research is to investigate the effects of introducing digital tools and techniques into public policy, and their impact on the stability of political systems. In the context of society's modernization and transition to digital technology, public administration is adapting to the challenges posed by the digitalization process, and is organizing work with new tools. Different political systems perceive new opportunities differently: for democratic systems, digital tools provide an affordable means of building transparent relationships with civil society; for authoritarian systems, technologies provide additional mechanisms for control and surveillance.Accordingly, the research question under consideration is: how do digital tools impact the stability of political regimes? The subject matter of the study is the role of digital tools in influencing the stability of political systems. The empirical analysis will be conducted through a case study, comparing the experience with technology in public administration across five countries based on six criteria: China, Singapore, France, the United States, and Russia.
