State Policy for Identifying and Developing Young Talents: a Quantitative Study

Gifted education has attracted growing research interest in recent years. Talent people are a key resource for state innovative development. While numerous studies have focused on identifying crucial factors in nurturing young talents through cross-country data, there exists a gap in research pertaining to cross-city data. Therefore, the goal of this study is to develop recommendations on improving the process of identifying and cultivating young talents within the municipalities of the Russian Federation. Data were collected across 166 cities in the Russian Federation, focusing on indicators such as the number of young talents and the state of educational infrastructure, including preschools, schools, and additional educational resources. I use regression analysis methods and fuzzy set qualitative comparative analysis in order to identify the significant factors that positively contribute to the development of young talents within Russian cities. Furthermore, the study seeks to identify specific models that should be enhanced by state and municipal employees. Findings reveal three distinct models that contribute to talent development in Russian cities: first, improving the financial well-being of families with children, second, increasing preschool education coverage, third, increasing the coverage of additional education and improving the quality of school education. Given these results, I offer recommendations for state and municipal authorities on improving the cultivation of young talents in the Russian Federation.
