Improvement of Public Policy for the Preservation of Cultural Heritage Objects (on the Example of Kostroma)

The reorientation of the state role in projects of cultural heritage preservation from patron to investor goes back to the recognition of the self-reproducing function of cultural heritage objects in generating income. Increasing the attractiveness of cultural heritage objects and their involvement in economic turnover is one of the tasks solved by the local authorities for the preservation of monuments of architecture in the city of Kostroma. The analysis of the current state of cultural monuments shows that in Kostroma there are few projects for the preservation of cultural heritage objects related to the re-integration of their original functions for modern use. The work investigates the conditions and factors affecting the preservation of cultural heritage objects. The aim of the graduate qualification work is to develop practical recommendations-proposals to increase the involvement of the population of Kostroma in projects of cultural heritage preservation on the basis of regression analysis and analysis of the legal framework regulating the preservation of cultural heritage. In order to fill the absence in the domestic practice of empirical studies that take into account the opinion of the local community regarding the distribution of public goods in the cultural sphere, the paper analyzes public preferences.The analysis shows that the local community has a positive attitude towards the adaptive use of cultural heritage sites. Socio-demographic and psychological attributes have a positive effect on the readiness of the local community to participate in adaptive conservation projects. The results of regression analysis and analysis of normative-legal documents demonstrate 2 directions of state policy implementation, the problems in which are relevant for Kostroma and Kostroma region: popularization of cultural heritage and its preservation. To solve the identified problems practical recommendations-proposals for management decisions are developed: to create a digital application with brief information about the located objects of cultural heritage on the territory, to create a special regional fund for the preservation of cultural heritage, to create a management company within the boundaries of the historical settlement of Kostroma.
