What characterizes the transition from one era to another? The image of each decade is formed by seemingly insignificant but memorable elements that everyone who lived through that period recognizes today. In Russia, one of the most striking examples is the 1990s-2000s, a time when the country was not only entering a new century, but also undergoing drastic changes as a state. The last decade of the twentieth century was marked in a global sense by the transition to a different political system, the formation of a completely new country. However, for contemporaries of the perestroika era, it was a time of bright crimson jackets, 600's Mercedes, ubiquitous stalls and inappropriately bright advertising. A person, as an individual, comes to the fore both in front of the state and in front of society as a whole. The period of privatization of real estate and land plots begins, the transition to a market economy, society is finally getting out of control of the state. Along with a person's life, his environment also changes: more and more buildings appear that do not fit into the previously formed concept of the city's appearance, but more reflect the individual needs of building owners, the grid of blocks breaks down due to more chaotic development. In the current decade, society can only observe the consequences of the changes that took place at that time, which are especially clearly visible in cities remote from major centers, where the spirit of the past still hovers. Therefore, in order to present a more detailed study of the topic, a survey was conducted among the older generation of residents of Tolyatti, a city in the Samara region, which was taken as the basis for the study in order to present a clearer picture of the changes taking place in the last decade of the twentieth century.
