Master Plan as a Tool of Spatial Development (on the Example of Surgut)

In this graduation thesis, the existing system of strategic and territorial planning at the municipal level in Russia is examined. Based on the study of foreign experience in developing and implementing strategic master plans for cities and agglomerations, as well as literature analysis, key features of this document have been identified: it was concluded that the document aims to achieve a public consensus on urban development and serves as an intermediate link between the strategy for socio-economic development and the master plan, i.e., it combines spatial and strategic characteristics. The analysis of the experience in developing master plans in Russia showed that the activities specified in the master plan are prioritized for funding through federal resources and gain legal force by being approved in plans or programs of comprehensive socio-economic development of the municipal entity. Within the framework of this thesis, a master plan project was prepared for Surgut, the largest city in the Khanty-Mansi Autonomous Okrug - Yugra. An analysis of statistical data on the socio-economic situation of the city for the period from 2013 to 2023, public annual speeches by the mayor, and geoinformation analysis revealed key features and problems of the city's development, including a low level of social infrastructure provision, high levels of environmental pollution, and a lack of public spaces and recreational areas. Factors such as 1) high risk of depletion of natural resource deposits; 2) inclusion of neighboring municipal districts in the Arctic Zone of the Russian Federation; 3) the status of a regional center and Surgut’s advantageous geographical position are key factors explaining the need to prepare a master plan—a strategic document with a spatial component that takes into account both external and internal strengths and weaknesses of the city. Key directions for the city's development were formulated, and specific urban development proposals were made based on existing urban planning documents. To consider public opinion in the development of Surgut’s master plan, a roadmap for working with the population was prepared.
