An Integrated Approach to the Development of Territorial Planning and Urban Zoning Documents (on the Example of the Rural Settlement of the Absheron District of the Krasnodar Krai)

In the current context of active development of urban and rural areas, the issues of rational land resource management and ensuring sustainable development of territories are becoming increasingly relevant. The main goal of the thesis is to prove the feasibility of combining the Land Use and Development Rules with the Master Plan into a single document for territorial planning and urban zoning. The work includes a theoretical review, an analysis of regulatory documents, and the study of foreign experience. Based on a comparison of the documents separately, using the example of the Remote Rural Settlement in the Apsheronsky District of Krasnodar Krai, and the analysis of expert opinions of developers through interviews, proposals for optimizing processes were developed, taking into account legal aspects and potential impact on the urban planning sphere as a whole.
