The Role of Non-financial Instruments in the Process of Adaptation of Migrants (Using the Example of Monchegorsk)

The purpose of the master's thesis is to determine the significance of the sociocultural environment for the adaptation of new arrivals for the further development of recommendations for the use of non-financial instruments in the field of managing migration flows in Monchegorsk. Scientific novelty is associated with a comprehensive analysis of the migration situation in the Arctic zone as a whole and in individual territories of the constituent entities of the Arctic zone of the Russian Federation and determining the consistency of the specifics of the migration situation with the priorities of migration policy enshrined in regulatory documents at the federal level, as well as in documents of the constituent entities of the Arctic zone of the Russian Federation. Based on empirical and theoretical studies, it was revealed that regulations determine the specifics of the Arctic region of the Arctic zone of the Russian Federation and the importance of non-financial instruments in regulating migration processes in the Arctic regions. The study outlines the scope of application of adaptation mechanisms. The main groups of objects and subjects of the adaptation process were identified. It is concluded that the solution to the problem of migration and adaptation of migrants at the federal and regional levels is seen in solving not only socio-economic, but also socio-cultural problems. Recommendations have been developed for the city of Monchegorsk in the field of managing migration processes using non-financial instruments.
