The Role of the "Proactive Pacifism" Principle in Japan's Peacemaking Policies in 2013-2023

The Constitution of Japan proclaims this country to be pacifist, however, the principle of "proactive contribution to peace" that was formed in the National Security Strategy of 2013, designed to bring changes to Japan's policy, including its peacemaking policy. The principle of "proactive contribution to peace" can help Japan to maneuver in connection with the restrictions existing for the Self-Defense Forces and pursue a more active policy related to peacekeeping, but aimed at strengthening Japan's influence. Such changes may be evaluated differently by various States, which may affect relations between them, as well as lead to increased tension both in the region and beyond its borders. This paper analyzes the specifics of Japan's peacekeeping policy, defines the essence of the principle of proactive pacifism, examines changes in Japan's peacekeeping policy related to this principle, and identifies the role played by the principle in Japan's peacekeeping policy.
