Economic Evaluation of the Waste Management Project in the Chelyabinsk Region

This work is devoted to the development of a method for the economic assessment of the effects of a solid municipal waste management project based on the cost-benefit analysis methodology and its application to assess the feasibility of implementing such a project in the Chelyabinsk region. The author has carried out a complete economic analysis of the project, taking into account both direct and indirect effects. The use of the "cost-benefit" method helped to demonstrate that for society the benefits of the project exceed the costs, even taking into account the financial unattractiveness of the project, as well as the risks and uncertainties in its implementation. According to the results of the economic analysis, the net present value of the project is three times higher than the financial estimate. It is concluded that state participation in the implementation of the project is necessary and justified.
