Peculiarities of Italy's Approach to The Formation of EU Migration Policy in 2021-2023

The topic of migration in all its diversity has regularly been on the agenda of the European Union over the period 2021-2023. Recovery from the COVID-19 pandemic, climate change, growing conflict in regions of the world and other factors have fuelled migration flows to Europe. While there are separate mechanisms for regulating migrant movements in the European Union, the problem of forming its comprehensive migration policy that would correspond to the current conditions of the phenomenon remains unsolved. Italy, as one of the most interested EU Member States due to its border position near maritime migration routes, is actively involved in the process of developing a unified European response to the migration challenge. An important role in defining and expressing the Italian vision on the issue is played by the executive public power represented by the Italian government. In 2021-2023 it was successively headed by the technocrat Mario Draghi and the leader of the centre-right coalition Giorgia Meloni. This study focuses on identifying the specificities of Italy's approach to shaping EU migration policy in 2021-2023 by examining the stages of definition and presentation of this approach by the Italian government at the national and intergovernmental level. The liberal intergovernmental approach is chosen as the main theoretical framework of the study, which allows us to consider the problem of the impact of the agent (Italy) on the structure (the European Union) on one of the topical issues of the European integration association.
