Efficiency Evaluation for State Policy to Public Health: Cross-country Aspect

This paper evaluates the effectiveness of public health policy measures in Russia, Germany and Japan. The impact of various factors on overall mortality and mortality from certain groups of diseases in the countries under consideration is studied. The analysis was carried out on the basis of official data for regions, federal states and prefectures of Russia, Germany and Japan for 2005-2021, 2008-2022, 2000-2020, respectively. The work conducts regression analysis of panel data and selected the most preferable model for each country. Models were built for overall mortality, mortality from cardiovascular diseases and mortality from malignant neoplasms. It was found that overall mortality and mortality from certain groups of diseases are influenced by economic factors: average income per capita and health care costs per capita; factors characterizing the health care system, lifestyle of the population and the environment are also influenced. In addition, it was found that the influence of the factors considered differs depending on the country and cause of death.
