Ensuring Import Substitution Through Government Procurement in the Field of Software and Database Development

The research is aimed at identifying problems within the framework of import substitution through public procurement in the field of software and database development. The paper considers topical issues in the light of sanctions against Russia and requirements for the use of software at critical information infrastructure facilities. The purpose of the study is to identify problems and develop recommendations to remove obstacles to import substitution of software and database development through public procurement. The study includes theoretical analysis of import substitution as a strategy of economic development, regulatory and legal framework in Russia, statistical analysis of procurement, identification of obstacles, factors of choice of imported software, and development of proposals to increase the share of domestic software in public procurement. The research methods are based on a qualitative approach using thematic analysis. The results of the work reflect the current state of public procurement in the IT sector, existing problems of import substitution. The result was recommendations to increase the share of domestic software and databases.
